History of the SANTOS System
Each year, approximately 60,000 personnel are transferred within the CRPF, a process previously carried out manually. However, in 2022, the Ministry of Home Affairs (India) mandated that transfers be automated to increase transparency. This led to the creation of the SANTOS software.
Initially, a third-party software company attempted to develop the system but struggled to address the complexity of transfer policies. As a result, under the leadership of Additional Directorate General IPS Shri Vitul Kumar, the CRPF IT Wing took charge of developing its own transfer software.
Key personnel like Deputy Commandant Vivek Kumar, Assistant Commandant Ashish Rawat, and Assistant Sub Inspector Sunil Dutt spearheaded the development under the guidance of IPS Vitul Kumar. Together, they built a platform to manage the diverse transfer needs of the CRPF.
SANTOS Software Policy
The SANTOS system adheres to the latest CRPF Transfer Policy, which governs the transfer process for Group-A officers (up to Deputy Commandant) as well as Group-B and Group-C personnel across multiple cadres. This includes various categories like Executive, Ministerial, Para-Medical, Technical, and Tradesman, ensuring that the policy is comprehensive and fair for all CRPF members.

By 2022, the SANTOS system had processed the transfer of 59,553 personnel, with 90% of them receiving their desired transfers. The system continued to perform effectively in 2023, with more than 49,000 personnel transferred by March 15, 2023, during the SCT-2023 process. This included a wide variety of personnel, including assistant commanders, deputy commanders, inspectors, and sub-inspectors.
